Disturbing Neighbour Problems: Noise and Weed

To be precise, upper floor.
I'm living in a condo, and the unit right above mine is a constant disturbance. They seem to jump around quite often, enough to shake walls and all my lamps; they turn up their bass while watching movie still after midnight; there was a time that they were smoking pot too (I smell it). I'm going to have to knock on their door and talk to them, but I will bring along the building manager as witness. Can I call cops on them if they smoke pot too?

My building manager said call the cops as for most disturbances (noise, etc) the strata can't really do anything about.. except after enough complaints from different people, they can be evicted.

The noise is one thing but smoking pot really??? Do you hate pot smokers???
Since they are the upstairs neighbours you really should be getting the less of the smell... Smoke rises.. But understandable if it seeps into your suite...
I would just give them a heads up without the manager.. Because honestly you have to live under those people everyday and if you piss them off theres no idea what can happen. Also you never know you might make friends with your neighbour..... Ive never lived in a condo, but my sister just recently moved in, honestly first impressions are hilarious.. Some people are complete douches and some are really nice... So far I have only met asian girls w/ their toy poodles, that are complete snobs....

Call the non-emerg number and try it.
I know, pot is god on this board, but for those non-believers out there, the stink is incredible, and we don't want to live in your hotbox.

Not really. It affects all of us indirectly. We bitch about all the crime in our society. Well, that's because we don't see the big picture. If grow ops were just managed by average Joe, no problem. But, pot grow ops are often tied to organized crime. Most people know the stuff is pretty harmless and not really addictive or that harmful, but because it is illegal still, it is big business for organized crime. The money from pot sales fund other illegal activity.
I wish the government would legalize it and at least get tax money out of it. Why let pot sales fund illegal activity when you can............

This will stop the noise for awhile.
there was this chinese lady who loves to chat on the phone until 2-3am right
above my buddy's suite. We could hear every single word she said when we
were at his patio or inside the suite. Also my buddy complained about her
son's cigarette butts all over his place. There are few things we prepared...
a camcorder, a loudspeaker, the cigarette butts, a warning letter, more than
one friends who pretend to be other neighbours, and the property manager if
he's willing to join.
It is wise to call the non-emergency cops in advance. We knocked her door,
she didn't answer. The property manager banged the door, she said "I DUN
NO YOU, GO AWAY!" Then we pulled out a loudspeaker and read out our
warning in Chinese and said the police is coming. Yeah, it wasn't pretty,
almost everyone in the entire building walked out to see. She came out at
the end, and was fined $100 by the strata.
War's over. She moved out after 6-7 months

You can't expect complete silence. You live in a freaking condo. Welcome to living in the city. If you took down the walls, your neighbour is 20ft away. You honestly expect not to be able to hear them? There is nothing wrong with watching a movie after midnight. They pay to live there just as much as you do and they are free to watch tv at any time they choose. You can call the cops about the pot but they aren't going to do much about it as the person is in their own home.
If you want silence...buy a house.

If it's owner occupied, generally there aren't smoking rules.
But most leases prohibit it.
I'm sure that your condo complex prohibits it in public/common areas though.

I think it's the law to not allow smoking in common areas.

Here's what you do when they are loud at an unreasonable hour:
Take a broomstick and start hitting the ceiling hard a few times right where the noise is coming from. It gets the message across quite clearly and avoids direct confrontation.
And quit being such a pussy about the pot, it wouldn't be their pot you are smelling but probably someone below or beside you.

There is a difference between watching a movie and watching a movie with the volume cranked at midnight. I have a house and if I cranked my surround sound in my basement it would shake the wallks of my neighbors on both sides, obviously I wouldn't be a dick and do that late. People need to be smart and respect each their neighbors otherwise you end up in a pissing war of who can piss of who more and that's no fun for either party.

For one, there are city noise bylaws that allow you to call the cops if there are noise issues after a certain time. In Vancouver it's after 10pm, and before 7am.
Two, the latest smoking bylaw which limits you to smoking at a certain distance away from an entrance can be applied to multi-unit dwellings, such as an apartment or townhome complex. If the strata doesn't add it to their bylaws, an owner can call the city and report the infraction. Will someone actually come to issue a ticket? Probably not ... but you could suggest having it added to the condo strata bylaws, so that the property management company will issue fines against the owners whose inhabitants smoke on their balconies.

just because some people don't have a job to go to in the morning or don't own their own home doesn't mean its the same for the rest of us.
most people having work in the morning and need a good nights sleep. when you own a home or a condo i'm sure you'd hate to have that shit stinking up your suite long term.

The banging and weed smoke, or whatever else smoke it is, is disturbing a tenant. Regardless of the time of year, it's an annoying issue the OP has to deal with.

i know that for older apartment buildings, every step can be heard when the neighbor wakes up to use the potty and sometimes even synchronized laughing when family guy was on

Im sorry but this was way too ignorant to not say anything.. Havent you ever heard of bylaws? Theres also a thing called courtesy. So lets say you lived in a condo and I lived above you, its 12 am on a monday night, you have work the next day and I'm blasting my speakers jumping around watching transformers while you're trying to sleep.
Then if you confronted me about it, all I had to say was "Oh what, you expect complete silence? You'd have no problem with this at all? Whatever world you're living in, book me a vacation there asap.
Same thing goes for a fancy restaurant. You wouldnt yell at the top of your lungs talking to someone thats 2 feet from you, disrupting everyone else around you. They're paying just like you, so they deserve to be able to hear their own conversations, right? Same thing applies here.

Most of them aren't cement, in my case the walls don't even have studs in them to cut costs.

All the low-rise condos are wood frame. When I lived downtown, it was a concrete high-rise, and even then you could hear people walking, but it had to be dead quiet to hear them. I currently live in a low-rise, and knowing I didn't want to hear people stepping around, especially with hardwood floors, so I bought the top floor corner suite. No worries on people stepping around!

Talk to them during the day preferably when they are not going somewhere so you can introduce your self and say something nice before being critical. This is counterproductive at most homes. Majority of homes/condos/apartments have a stucco like material on the ceiling that'll create a mess on your floors/bed/furniture if you do that.
Are you sure this is not a lie in an vain attempt of witt?
Because seriously, who packs a basketball around in their travels? It's just ergonomically inefficient.

Thank you all for your comments! :)
Noise wise it's "understandable" before midnight, if they're gonna party or whatever since it is summer time, but not after 11. It is not just foot steps, but occasional bang that shook my walls and lights. I don't know if someone jumped or whatever.
Pot wise I wouldn't go as far as to say it's "very disturbing", besides it was only once and I can't be 100% sure that it is from upstairs. However I AM 110% sure it's not downstairs cuz my dad lives there. Long story. It is less than pleasant for my family; it don't smell like exotic perfume or febreze either.
I'm UBER-BUSY until next Monday. I will "greet" them appropriately next week. I've already mentioned it to my building manager and landlord. I will go personally but will first inform the manager, just in case the occupant lash-out or something, hope not!
lol, PM me the address. That might be me.
LOL SERIOUS?! I know someone else from RS lives in the same building as me, cuz I think I've seen him in one of the meet's photos. A guy in glasses and short hair, drives a silver civic with clarion deck and a Garage Five sticker on right rear window. :D He parks right beside my camry.
