just talk to them. You'll find out right away if they are a breeder. They tend to ask you questions as well to make sure that you would be a suitable owner.
I wouldn't touch a "teacup" sized small dog. you can end up with more issues. I would go on to the Canadian Kennel Club site and look for a local breed club, or local breeders. The thing to check with any breeder is if the parents have had their eyes and heart tested by the OFA or other board of vets.
