he says ups and fedex and am postal won't ship since it's too big...he's shiped engine blocks and tires before but can't do this. DHL is gay he says (or, 'hella wack'...fucking californians..haha jk)

what's so special about this bumper that you have to ship it from sacramento, can't you find one closer to you or a shop to source one out for you? i know i'm not helping.

^ I also would suggest Greyhound
I had my front bumper shipped from GA to WA.. I picked it up at the greyhound station in bellingham.
Its way cheaper than FedEX, UPS..etc.

I shipped a bumper to someone in Utah via UPS.
$200 and they saw it in 3 days. Not cheap but turned out fine. Greyhound is the cheapest you can get. I was quoted $50 for them.

a drug mule. he'll do it for free as long as he can hide his drugs in the bumper.

np.
the guy's selling a red integra bumper for $350. It's next to impossible to find a red oem bumper locally or..anywhere.
the alternatives are:
real oem new bumper+paint=over 1k+may not match
replica oem new bumper+paint=just under 1k+may not match
used oem bumper+primer+paint=just under 1k+may not match
a real red bumper+shipping+no paint needed+guaranteed match=priceless...(well $500 or so to be exact...)
anyway doesn't matter now, guy wouldn't take paypal, so fuck that shit :-(
