Whats the function of a car? To move people around. Of course its going to be functional you dumbass. Why would anyone design a car that wont run?

He's not referring to the car. He's talking about the aero parts like the discs on the wheels and the fins and ridges here and there. As to whether the parts are functional or not, only the designers would know.
