It's actually called Bad Batz Maru which is a crow, not a penguin.

I remember Bad Batz was popular maybe like 10 years ago .. my ex had a lot of the toys, stationary supplies and tissue dispenser in her room ... maybe you can still find some of the stuffs in those gift shops in China town ...
