ESL high school courses?

I can't seem to find any information on this topic on the Ministry of Education.
My mom's friend has a son in Gr 9 right now. He is in ESL everything except for Math 9. According to the 2004 Graduation program you need 80 credits and a list of required courses. (http://www.bced.gov.bc.ca/graduation/ataglance.pdf)
How many credits are ESL courses worth? Can an ESL student graduate high school?

Don't think you can graduate with ESL courses.
He need those basic required courses. He can take them at adult education centers after highschool if needed.
Other electives he can take to add up the credits like Cooking, Arts, Wood Working, Design and Technology and other fun stuff.

u cant unless rules have changed, u have to finish at least english 12 last time i checked to officially grad

haha i was the first class to go through the new graduation requirements =gayest shit EVER
they made us write provincial exams in gr 10 and gr 11 and stupid portfolio only to find out all of that was optional by grade 12.
just a year or two after graduation they've completely made provincial exams optional = no standardization for post-secondary = inflated grades from private schools/outta province = ridiculously competitive grades to get into university for our local public school students.
fucking ministry of education needs to pull their heads outta their asses.

I was part of the first class to graduate with the 80 credit requirement too. The portfolio failed epically.

well you're not going to get into any university with esl or communications that's for sure.
