No, it's not a local website. And you can't sell stuff on that website, but I guess the users could help you with determining the price of your goods...

Just tell whoever owns the bags to do their own research, set a price and list it on eBay. I've helped my sister's friend sell bags online before and she's been happy with the prices we've fetched on eBay.
