nope, not true.

there are a couple of great games like Castle Crashers and Splosion Man that are download-only though that need hard drive space, (and downloadable content like you mentioned), and i would recommend picking up a used hard drive off craigslist (even the smallest size is more than enough i find) for $20-30 to throw on there. again, not necessary though if you're just burning games to discs.
