: American Health-Care Reform PASSED!

WASHINGTON — House Democrats approved a far-reaching overhaul of the nation's health system on Sunday, voting over unanimous Republican opposition to provide medical coverage to tens of millions of uninsured Americans after an epic political battle that could define the differences between the parties for years.

With the 219-212 vote, the House gave final approval to legislation passed by the Senate on Christmas Eve. Thirty-four Democrats joined Republicans in voting against the bill. The vote sent the measure to President Barack Obama, whose yearlong push for the legislation has been the centerpiece of his agenda and a test of his political power.

After approving the bill, the House adopted a package of changes to it by a vote of 220-211. That package — agreed to in negotiations among House and Senate Democrats and the White House — goes to the Senate for action as soon as this week. It would be the final step in a bitter legislative fight that has highlighted the nation's deep partisan and ideological divisions.

On a sun-splashed day outside the Capitol, protesters, urged on by House Republicans, chanted, "Kill the bill" and waved yellow flags declaring, "Don't Tread on Me." They carried signs saying, "Doctors, Not Dictators."

Inside, Democrats hailed the votes as a historic advance in social justice, comparable to the establishment of Medicare and Social Security. They said the bill would also put downward

pressure on health care costs and rein in federal budget deficits.

"This is the Civil Rights Act of the 21st century," said Rep. James Clyburn of South Carolina, the No. 3 Democrat in the House.

Obama celebrated the House action in remarks at the White House.

"We pushed back on the undue influence of special interests," Obama said. "We didn't give in to mistrust or to cynicism or to fear. Instead, we proved that we are still a people capable of doing big things."

"This isn't radical reform," he added, "but it is major reform."

After a year of combat and weeks of legislative brinkmanship, House Democrats and the White House clinched their victory only hours before the voting started on Sunday. They agreed to a deal with opponents of abortion rights within their party to reiterate in an executive order that federal money provided by the bill could not be used for abortions, securing for Democrats the final handful of votes they needed to assure passage.

Winding up the debate, Speaker Nancy Pelosi said: "After a year of debate and hearing the calls of millions of Americans, we have come to this historic moment. Today, we have the opportunity to complete the great unfinished business of our society and pass health insurance reform for all Americans that is a right and not a privilege."

The House Republican leader, Rep. John Boehner of Ohio, said lawmakers were defying the wishes of their constituents. "The American people are angry," Boehner said. "This body moves forward against their will. Shame on us."

Republicans said the plan would saddle the nation with unaffordable levels of debt, leave states with expensive new obligations, weaken Medicare and give the government a huge new role in the health care system.

The debate on the legislation has highlighted the deep partisan and ideological divides in the nation and set up a bitter midterm congressional election campaign, with Republicans promising an effort to repeal it or block its provisions in the states.

"It was Teddy Roosevelt who first started talking about this. . . . To think about all the people whose lives will be saved or enriched because of this, it's really very satisfying," said Zoe Lofgren, D-San Jose.

Rep. Jackie Speier, D-Hillsborough, decried "the shameful campaigns of fear-mongering and ridiculous conspiracy theories'' and declared that "the American people have won."

But Rep. Paul D. Ryan, R-Wis., denounced the bill as "a fiscal Frankenstein." Rep. Lincoln Diaz-Balart, R- Fla., called it "a decisive step in the weakening of the United States." Rep. Virginia Foxx, R-N.C., said it was "one of the most offensive pieces of social engineering legislation in the history of the United States."

The Democratic effort to secure the 216 votes needed for passage of the legislation came together only after last-minute negotiations involving the White House, the House leadership and a group of Democratic opponents of abortion rights, led by Rep. Bart Stupak, D-Mich.

Sunday afternoon, members of the group announced that they would support the legislation after Obama promised to issue an executive order to "ensure that federal funds are not used for abortion services."

Stupak described the order as a significant guarantee that would "protect the sanctity of life in health care reform." But supporters of abortion rights — and some opponents — said the order merely reaffirmed what was in the bill.

The procedural vote on Sunday, approving the terms of debate, put the House on track to approve the health care bill that was passed by the Senate on Dec. 24, on a party-line vote. That bill will soon become the law of the land, the White House said.

Put inside spoiler tags for those of you who are going to TLDR me. Americans have just tonight passed health care reform that will cause several major changes in the way American healthcare works:
-Mandatory health insurance backed by fines for noncompliance and government grants for low-income individuals
-Gradual phase-out of insurance companies' abilities to deny coverage based on "prior conditions"
-Gradual phase-out of insurance companies' abilities to deny coverage to those who are too 'costly' to insure
-Granting youths the right to keep their parents' insurance until the age of 26

Etc Etc etc.


I'm kind of surprised there isn't a topic on this already; mad props to the yanks says I! It's about damned time!

Most of what that is talking about is the immediate cost. Unfortunately, America has been facing ballooning health care costs for the last 40 or more years resulting from some of the systemic imbalances that exist in the system.

Is it going to cost them short-term? yes. Save long-term? yes.

What happened with that Vote the republicans wanted to hold immediately after this vote passed?

I thought the republicans won that vote which thereby "kills" or postpones this bill??



couple of family members with clinics in the states says this health care reform is going to seriously kill their income. Sanjay Gupta on CNN was saying the same thing about this going to seriously ruin some doctors income

It shouldn't. It's going to impose reasonable caps for common servies and checkups, and create a streamlined service style like we have here in canada (GP->Specialist->Whatever).

Plus, a majority of insurance providers are still providing access to specialists for those who choose to have that option in their policy.

Obama said he would get the reform passed even if it meant that he was a 1 term President. You have to give him props and the Dems for voting this bill into law even though most of the Dems who voted "Yes" will not get reelected in Nov because of their vote. It also means that the Republicans will most likely get majority in Nov unless the benefits of the reform start to show before the elections.

The fact that all of the Republicans voted against this bill, even if it basically preserves the principle of private health care, would be enough for any reasonable and intelligent man want to flee to a tropical island for a very long time.

Good on Obama for persisting to get this reform passed. It is not perfect but neither is our system but it is a step in the right direction. Hopefully we have some changes to our system next.

I'm interested in seeing the developments in the US healthcare & insurance industry. Either insurance companies withdraw from the market, or doctors and hospitals take a huge pay cut, or the government foots the bills and finds out it isn't sustainable.

One day in the coming years when Obama is out of office people will look back and see the good he's done for America. How many times have we seen his kind of scenario repeated in history?
People are so contradictory, but that's the nature of politics. The job of being an opposition party like the Republicans is to oppose the ruling party, despite what's on their agenda and how much good it would really do for the country if it were to be passed.

But good job Obama, hopefully the American people will see what he's done for them soon.

Yeah right. If you're going down to the states for medical reasons ( surgery, scans ) you are probably paying for it because you don't want to wait for it here.

It's not like they will do it right away, free of charge, now that this reform has been approved.

It's entirely possible the doctors will take a paycut. it's also entirely likely that the hospitals will no longer be able to gouge for everything they give out. $100 for a bandaid? For aspirin? Seriously?

Actually, I believe that the "Word of God" says nothing about communism or capitalism, nor about socialist policies.

Last time I checked Jesus was all about "love your neighbor" and "do unto others" and..oh, wait...what's that christian list of don'ts...ah! The seven vices. Things like greed! Capitalism is simply a revised streamlined version of the vice of Greed.

If you plan to live there be ready to be required by law to buy insurance, even if you don't want it, subject to a $2,200 fine. They are hiring about 17,000 new IRS people to go after people who don't pay and will monitor you monthly to check that you have the insurance. As an employer you also must pay for employees insurance. If you are an illegal alien, don't worry. You don't have to pay for your free coverage..those paying the $2,200 fines are covering you. A lot more to this than is covered in the mass media, where it is massaged by spinmaters. BTW...the hospital "gouging" is to pay for the illegals or people who did not have coverage...they get people with money and/or coverage to pick up the tab for those without it.

theres a youtube video that was made during the protests at "the tea party"

where a guy with MS or something debilitating like that sat outside on the ground with a sign that says he needs health care

and the protesters were cursing and spitting on him and throwing dollars in his face etc etc

I was wrong about this thing, it has nothing to do with Obamas plan. it regards the state health care system cutting coverages, because the states are going broke

We as Canadians think this is great for America, but I feel sorry for those Americans who worked hard to achieve their American Dream but now have to help pay health care to those scums of society you see on TV, Obese, live in a mobile home, cashes in welfare cheques, make stupid lawsuits for a quick buck etc. Even worse for small mom & pop businesses, how can they afford health insurance for every employee?

I'm all for Obama, but health care reform now? maybe second term when the economy is more stable and unemployment is less than 9.8%

That is actually wrong, first year penalty is roughly around $300. It increases as the years go by that you do not have coverage.

This makes sense for a number of reasons. If you cannot afford healthcare, you will receive a subsidy.

If you are a moron who can afford healthcare but do not want to pay it, the fine attributed will still be less than the amount in which you would pay for health insurance coverage yearly.

Give me a break, we all have to pay MSP in Canada whether you use it or not.

If you end up in a car accident and go to the hospital, THE HOSPITAL WILL TREAT YOU. Unless everyone in the States who wishes to not purchase coverage will also agree to NEVER attend a hospital no matter the emergency, than a fine is a fair compromise.

It is a system that is required in order to work. If we had the option to not pay into MSP, out Universal Health Care system would not work, it is all dependent on the pool.
