Speaking of moving TV scenes....Futurama surprisingly has a bunch.
For me in movies...what did it for me was the ending of Marley and Me. I think its undoubtedly popular that someone has to die for a moment to be so touching. Sure Marley was only a dog...but i guess why it did the job above and beyond other movies i can recall.

End of Apollo 13, when everyone's waiting to see if they make it back alive... even knowing in advance how it ends, it's still incredibly packed with tension and emotion. (Funny thing, my wife was really on the edge of her seat the first time we watched it - she actually didn't know if they were going to make it!)
Lotta tear-jerker scenes in The Blind Side, too.

Futurama has quite a few, like Fry's dog, Leela's parents, Fry's duplicate, etc...
Although not a scene, the entire movie, Grave of Fireflies, is the one that I cannot watch without opening the flood gates. Fuck... just thinking about it is making me tear up.

Not a movie, but this was really sad. If any of you remember the Russian figure skating pair Ekatarina Gordeeva & Sergei Grinkov who dominated the scene in the 90's this is a tear jerker. Grinkov collapsed from a heart attack while on the ice practising and died in Gordeeva's arms. This was her tribute to him. Note that she's first skating as if she is skating with a partner but notices that she is suddenly alone.

I don't know anyone didn't cry during the opening scene in Up.
I even warned the 4 grown men who went with me to Up and they didn't believe me. And they ALL wound up sniffling.
My daughter has the Pokemon movie too and the part where Ash dies is really hard to watch.
Also all of Grave of the Fireflies. All of it.
