Afternoon tea in Victoria?

Hey guys, I'm going to Victoria this weekend for a quick weenend getaway. Where's a good place to have afternoon tea near downtown Victoria? I only know of the Fairmont and I know it's grossly overpriced. We are staying at the Oswego hotel...so hopefully anything within walking distance ? (~15-20 min) Thanks!

The only place I could think of that might have something aside from the Empress is the Oak Bay marina, but its a couple KM away and probably still not cheap. (I'm not much of a tea drinker so I dunno :p)

James Bay tea room, near the oswago, cheaper than the empress.
Blethering placey tea room, in "downtown" oak bay. same price as james bay. Different atmosphere.
White heather, suppose to be really good plus really good price. my girlfriend and her mom and grandma go here.
