Swedish law dictated that for traffic violations people had to be caught in the act to be ticketed, so because he never stopped / got caught and kept his identity anonymous there was no way he could be charged. Once it was revealed who he was it was pretty much game over and the last 2 DVD's everything seemed setup.

His name is Patrik Furstenhoff.
