She wasn't exactly a rookie when she joined the VPD, the show could be slightly dramatized. None the less, it's a great series.

It's not the vpd's fault. They're doing their job by arresting the drug dealers and such. It's the courts who are the ones putting most of the criminals back on the street the next day and saying don't do it again.

no matter how many drug dealers you arrest and put in jail, there will always be ones to replace them.
