no he didnt. He took the rental agreement in his hands, scolded them for shits and giggles, then gave the rental agreement back to them and walked away. He'd need the agreement to issue a ticket.

you dont have to be smart to be a cop. some states u can get into policing without any post secondary education. hell maybe not even high school

Unless you come from a long line of police officers and have someone pulling strings you probably aren't getting the job without one though.

how's that power tripping? That cop was the nicest cop I've ever seen for speeding 45km/h over. If he were here in BC, he'd lose the rental car for 7 days!
