He would be tearing, unable to see and coughing, spitting. Spraying someone at such a close distance will probably affect himself as well and the people around as it disperses.
It was probably a deodorant spray from his bag. Pepper spray comes out as a more liquid spray/stream and would be red/orange on his face/shirt and would not so aerosolized.

True, I have not seen bear spray before.
But I have training in pepper spraying use and I have been pepper sprayed before as a part of the volunteer RCMP training so I definitely know its effects.
