Brazil at war with drug cartels

As some of you may know, one of the main strategies to combat organized crime of the elected Rio de Janeiro government was to create Unidade de Polícia Pacificadoras ("UPP"), which consists mainly of two steps: (i) a huge police task went and expel the drug dealers and then (ii) occupy with police to ensure the security, while providing the residents with public services that they were denied by the organized crime (hospitals, schools, internet access and so on). The goal was to integrate the police with the residents, thus creating a positive environment which could repel the drug dealers by itself when they returned (this may seem dumb, but the lack of society in the slums create a perfect environment for the drug dealers).
Everything went fine and slum after slum received its UPP, but as simple math can show, the drug dealers had to go somewhere. And they were holing in a slum known as Vila Cruzeiro (aprox. 70 thousand residents) and decided they had to shoot back. And so they started to create hell: burning cars and buses (I guess over one hundred by now) and shoot the police. What they couldn't foresee was the reaction from the government.
Local police, military police, federal police and the navy went in full force to counter it. The result? The city is at war.

Many of the photos show the human face of the conflict, the polica officers are very brave as are the soldiers, but its the photos of innocent people bleeding, children having automatic weapons pointed at them and bodies laying in the street that everyone should see. Our city was in panic when the shooting spree began, but these people are living through something much worse everyday.
I wanted to post some of those photos, but I can't figure out how.

Absolutely not surprised, it's been the fucking wild west in the slums down there for a long time.
About fucking time, I say. I used to live in Rio, and the violence was so bad we ended up moving to Canada. Too bad there's only 35 dead so far. And some of those, unfortunately, are civilians. Hope they kill many more drug dealers. Prisons are too full anyway.

Wanna bet theres a reason why photographers in war torn places end up dead.
I'm not sayin this particular photo wasn't staged but these photographers put themselves in extreme harms way all the time to get that great shot and bring home some realism to whats going on for those that don't see first hand.
They also have great lenses to catch the action from a distance.

In all fairness, a heavy hand can work. It just has to be REALLY heavy.. the government needs to be the mob. Look at China.. they dont have a drug problem. You mess with drugs they kill you no questions asked.
These central american counties are out of control, I think what they're doing is good and is necesarry to bring the situation under control. For too long they've just let the drug cartels run the show with little or no intervention.

A heavy hand can be effective, if its extremely heavy, to the point to of Iranian/NK/Chinese style excess. Other factors, such as economic stability and cultural acceptance are more important in the sources behind per capita drug use.

that shot was taken by a wide angle lens. You can tell by how the rifle itself is "stretched" within the frame, and the relatively large depth of field in front/behind the soldier - the cameraman was literally inches away from the rifle.

When we stayed at Ballentine Pier during the Olympics, they specifically told us to avoid that area unless you were with an entourage. If you go looking for trouble, its very easy to find it.

http://www.news1130.com/news/world/article/166663--bloody-spree-of-27-killings-including-14-decapitations-stuns-mexico-s-acapulco-resort
Bloody spree of 27 killings - including 14 decapitations - stuns Mexico's Acapulco resort
ACAPULCO, Mexico - The image of this beach mecca has taken a new hit from Mexico's drug violence, with 27 people killed in less than a day, including 14 men whose bodies were found with their heads chopped off at a shopping centre.
Acapulco has seen fierce turf wars between drug gangs, and the bloodshed is scaring some vacationers away even though little of the violence happens in tourist areas.
The decapitation slayings and most of the other killings that occurred in a stretch of just a few hours from Friday night into Saturday also occurred in non-tourism areas. But two police officers were shot to death on a major bayside avenue in front of visitors and locals.
The 14 headless bodies, and a 15th intact corpse, were found by police on a street outside a shopping centre accompanied by written warnings from a drug cartel, authorities said.
Handwritten signs left with the bodies were signed by "El Chapo's People," a reference to the Sinaloa cartel, which is headed by Joaquin "El Chapo" Guzman, said Fernando Monreal Leyva, director of investigative police for Guerrero state, where Acapulco is located.
The narco-messages indicated the Sinaloa cartel killed the 15 men for trying to intrude on the gang's turf and extort residents.
Mexico's drug cartels have increasingly taken to beheading their victims in a grisly show of force, but Saturday's discovery was the largest single group of decapitation victims found in recent years.
In 2008, a group of 12 decapitated bodies were piled outside the Yucatan state capital of Merida. The same year, nine headless men were discovered in the Guerrero state capital of Chilpancingo.
Also killed Saturday in Acapulco were the two police officers; six people who were shot dead and stuffed in a taxi, their hands and feet bound; and four others elsewhere in the city. Two police officers were wounded when armed men attacked a police post in the city's Emiliano Zapata district.
"We are co-ordinating with federal forces and local police to reinforce security in Acapulco and investigating to try to establish the motive and perpetrators of these incidents," Monreal said.
The wave of violence in one of Mexico's biggest resorts was condemned by the federal government.
"Reprehensible acts of violence such as these underscore the need to fight with determination against organized crime," a statement from the Interior Ministry said.
At least 30,196 people have died in drug-related violence since President Felipe Calderon launched an offensive against cartels in late 2006.
Also Saturday, authorities said a small-town mayor was found dead in northern Mexico.
Saul Vara Rivera, mayor of the municipality of Zaragoza, was reported missing by family members Wednesday, Coahuila state prosecutors said in a statement. His bullet-ridden body was discovered Friday in neighbouring Nuevo Leon state.
There were no immediate arrests.
At least a dozen mayors were killed nationwide last year in acts of intimidation attributed to drug gangs.
