He isn't PSing the lighting, he is just making composites with different shots, shoot each background separately. *not all the shots obviously*

I have been following his shots for years on fredmiranda and flickr

My best guess would be that he shot the 2 girls, the lighter (unlit) the candles and the background as one shot. Then shot the flames separate and added them in.
