Hi guys,

I was going to use this to retrofit my car but since I plan on selling my car, I do not have a need for this anymore.

THIS IS BRAND NEW. I have opened the box and looked around, but everything is still in the shrink wrap.

What it comes with:
2x BI XENON Projector headlights with Angel Eye
2x Slim Ballasts
Wiring harness to hook everything up
Made for H4, but has H1, H7 and 9005/9006 adapter rings
Instructions manual

So everything needed for your own retrofit. Open up your headlights, mount these, close/ seal your headlights, plug in wire harness.

are they waterproof?

Are the headlights waterproof? Not entirely sure. But after you retrofit them, they should be away from water anyways. And your headlights should have the rubber protecting the bulb. The wiring harness should be. Comes with heat shrink for the connectors.

reason i asked is because i want to retrofit my foglights instead.
the housing itself is all sealed right?

Yeah. The housing Is sealed.
