"at or near"...as many charges involve travel over a distance it would not be possible to list the exact place it happened, unless it is a stop sign or red light etc. If you are speeding, you don't speed for just 50 or 100 feet, which would be the distance in front of 9000 #3 Road, Richmond.

Also is an officer suppose to turn on his sirens and/or emergency lights if in pursuit of a vehicle speeding? Would it safe for the officer to speed excessively without any of the two to catch up to a speeder? Posted via RS Mobile
