Wangan wannabe's. Hong Kong's freeways are far too tight and twisty for that kind of sustained speed. They'll have a major accident sooner as opposed to later.
The driver's name is "盲亨" pronounced "Maang Hung". Drives a CW DC2R with a B18C in it iirc. He's a middle aged ex professional driver that raced often in Macau. Raced CRXs etc. He often loses his drivers licence but sometimes he drives while suspended anyway lol.

Holy crap red top mini busses in HK are so scary lol. One time I saw the driver change CDs while in a roundabout, the tires skidded and bus was about to drift lol thank god for those handles on the seat in front
