VANCOUVER (NEWS1130) - It seems like phone service is down for Shaw customers.
Telus says it's getting calls from customers complaining about the outage. Telus customers are geting a message about circuits being busy when they dial a Shaw customer.
Shaw customers tell us they aren't able to dial out at all.
Shaw hasn't provided any information on what's wrong or when the problem might be fixed.

yeah, shaw home phone is down. but cable and internet are still working.

i've a question it may seem silly but i really dont know
with things like Shaw home phone or vonage; when your power goes out do you lose your phone service?
and as for this current issue with shaw being down; do emergency numbers still work?

This Shaw outage is so annoying...Even if you use your cell phone for communication instead, so many of our local businesses are using Shaw as their service so we can't even get a hold of them.

Anyway, power lines and phone lines are two separate things; however most modern home phones (whether cordless or with cord) use power to operate.
to answer your questions, no, you would not be able to dial out or receive phone calls (including emergency) when the power is down...unless you manage to find a phone that uses dry batteries (or those super old school phones that doesn't have a power cord to plug into the power outlet) then you can make phone calls if the phone lines are up.
even if you have a cordless phone it's still not going to work because the base is plugged into the power outlet and needs some sort of power to send and receive signals from ur cordless handset.

The Shaw device used to provide phone service has a battery in it that can provide power for a few hours.
This is useless if the service itself is down, as was the case today.

with normal land lines / phones when the power goes out the phone lines still work even if you had a cordless set up your base phone still works although all the electronic features don't
what i'm wondering about are these phone systems like vonage/shaw is if they have a fail-safe that allows the phone to work even though the internet is down

I think this have something to do with the UBB. Since SHAW phone uses their Internet they might be trying to set it so the uesage counter does not count phone uesage towards your limit (even though VOiP use very very very little bandwidth it still counts). They might add some info to the packets to the phone data or something lol.
Anyways UBB looks like is happening in June so I guess this make sense now.

Your coax cable does not, so I'm pretty sure no (this is me speaking without knowing how Shaw Home phone works, exactly).
You can always simulate no power:
Take out all sources of power from the voip modem (wall plug, battery).
Leave the cable plugged in.
Test.
