So I failed.
Driving test NOX 2.18 gm/km.
max is 1.6 or something.
Did some googling and hi NOX is a result of high combustion temperatures.
Bad EGR valve a common cause.
My problem is my cooling fan clutch is dead ( only spins on low ) and during testing my water temp was touching 210 degrees Fahrenheit ( normally when on the highway its 180 ). I have an electric fan that was running but I guess it wasn't enough. Their rack mounted cooling fan probably wasn't pushing enough air either.
Could high engine temp be a cause of high NOX levels as well ?
