Discount Tires - Discounttires.com has the lowest prices on tires and wheels, all name brands, and a huge inventory. In most cases, shipping is one to two days graranteed. (http://discounttires.com)

+1 for discount tire direct, free shipping, always been the cheapest in my experience and even if they're not they'll price match. typically 5-10% cheaper than tirerack. Wheel selection is of lower quality than tirerack for sure though

With the current exchange rate I'm surprised people still buy tires locally.
If you must, I have bought from sora't before and they are pretty good, they have gotten really busy/popular in recent years though. PM them in the vendor's section on RS for a quote. The reason I recommend them is that unlike many of the tire retailers in town/on RS they stock a lot of different tires and include installation. Just make sure you book an appointment/call ahead of time.

you're doing it wrong....
have them shipped to a shipping handling place near the border in Washington... drive down and pick them up. Check out Tsb Shipping Plus (http://www.tsbshipping.com)

I had good expierence with Sorat and bad, all in the same transaction. They were very quick and let me store 3 of my wheels there while i had to return the 4th (wrong color). But i also had very poor communication from them.

+1 for discounttiredirect. Ordered tires, went there in the morning to get them mounted, had breakfast in a mcd nearby, then pick the car back up. Very easy.
