I just heard Jay Leno mention this, so I did a quick google search and here it is!
" Four-year Old Chinese Girl Driving a Car (Video)
FEATURED, OMG, STRANGE NEWS — BY DAVE ON 2011/09/02 9:44 AM
Jia Zheng, a four-year old Chinese girl, was filmed driving a car in Jinal, Shandong Province, China.
The video, first posted on Chinese website Youku, shows the little girl driving a car at considerable speed along a four-lane highway, overtaking other cars as she goes.
It looks like the girl’s mother is seated on the front passenger seat and was recording the video, while her dad was sitting in the back of the car.
Even though the toddler is not big enough to see over the steering wheel, girl’s father allowed her to drive the vehicle, and apparently placed wooden blocks on the accelerator because her feet couldn’t reach the pedals. She wasn’t even wearing a seat belt.
After a couple of minutes her dad said: ‘Jia Zheng, stop the car. Let daddy drive.’
Yeah, I think good ol’ Dad should have been driving the whole time."

Believed it at first, then read the comments where one person said she's sitting on the father's lap.

I never read the comments but I think so. At around 1:56 you see her kind of fall down like he moved into the back seat but when she kneels up there is nothing under her. If she slipped off a pillow or something you'd see it. Also she wouldn't be able to see over the steering wheel without anything under her.

dad's definitely in the driver seat...how else would she been able to brake? Wooden blocks sounds fake just to gain shock value.
Not that I think it's safe by any means but it's not big as a deal as if the dad was in the back seat.

Yep, I thought the same before even reading any of the comments. Camera seemed very careful never to pan back very far behind the girl, probably because the father was sitting there. Also, notice the head rest was gone from the seat, probably to make it easier for the father to slide into the back of the car afterwards to pretend he was there the whole time.

I think if you pay close attention to the video, the car is actually a MT car, and the whole time she had both her hands on the wheel so who's doing the shifting then? Had to be her dad
