DJ Qualls screamed at a police officer after he was allegedly roughed up by the cop in Vancouver early this morning ... all while handcuffed and sitting on the sidewalk in front of a crowd of people.

TMZ has obtained video of Qualls after the alleged altercation went down, but while he was still in custody.

Qualls can be seen arguing with the officer frequently and eventually turned to the guy with the camera to explain his side of the story.

Qualls was eventually released without being arrested.

VANCOUVER (NEWS1130) - A D-list actor is tweeting that a Vancouver Police officer roughed him up for no reason. But the force says no formal complaint has been filed. DJ Qualls, who you may or may not remember from such films as 'Road Trip,' says he witnessed a fight in the street early this morning. He tweets he tried to identify one of the attackers for an officer, but that officer turned on him, tackled him and hit him in the face.

Qualls wants to be reimbursed for his $800 hospital bill and says he will be filing a formal complaint, but the VPD say that complaint has yet to be made. Police say they've reached out to Qualls using social media and are asking him to call them. "As always, we encourage anyone with a complaint to contact our Professional Standards Section, the Office of the Police Complaint Commission, or any of the advocate agencies that can assist with the complaint process," said VPD Constable Lindsey Houghton in an email to News1130
