: Seaspan Wins $8 Billion Government Contract

Halifax's Irving Shipbuilding is getting the $25 billion contract to build 21 Canadian combat ships and Vancouver's Seaspan Marine has been awarded an $8 billion contract for 7 non-combat vessels, the federal government said Wednesday.

The $33 billion in shipbuilding work will bring 15,000 jobs to the country, Defence Minister Peter Mackay said earlier Wednesday.

"At the end of the day, this is going to be an investment that is going to create upwards of 15,000 jobs right across the country," MacKay said Wednesday morning, hours before the announcement was due.

"Keep in mind this is about rebuilding our navy, our coast guard, the vessels that we will need well into the future. It's going to be a huge injection into the economy. And it's going to be done in a way that is de-politicized and fair, and inclusive, for all regions."

The winning bids announced in Ottawa by Francois Guimont, the top civil servant from Public Works and Government Services, the department in charge of procurement, are for frigates, supply ships, patrol boats and icebreakers that will cover Canada's naval and coast guard needs for the next three decades.

Rona Ambrose, public works and government services minister, will make a statement on the decision at 5 p.m. ET.

Three shipyards entered bids: Irving Shipbuilding in Halifax, Seaspan Marine in Vancouver and the Davie Shipyard in Lévis, Que. The competition among the three regions meant the file was bound to be politically tricky to navigate.

MacKay says it’s the most fair contract award process ever in Canada.

"There’s never been a more fair process, more inclusive, more transparent. Lots of oversight, fairness monitors," he said. "This will be decided on merit."

A shipyard was not allowed to win both projects. The shipyard walking away empty-handed Wednesday will still be eligible to bid on further contracts worth $2 billion in total to build smaller ships. The two successful shipyards will not be eligible to bid on that work.

The bidders and federal ministers were notified of the outcome only minutes in advance of the announcement. The three companies were all readying press conferences at their shipyards to respond when the announcement comes after the close of the main North American stock markets.

Nova Scotia Premier Darrell Dexter, who was supposed to be out of the country Wednesday, is now expected to be in Halifax instead.

B.C. Premier Christy Clark will take media questions around 5:30 p.m. ET in Victoria, then make a statement in the legislature and fly to Vancouver for Seaspan's press conference.

Liberal Interim Leader Bob Rae said Wednesday the government is going to have to look at economic development and other assistance for the losing city. He says it’s not just companies that win the contracts, but regions.

"We need to understand what the impacts are and then we need to understand the impact on a particular centre … It's very important for us to look down the road at making sure that we have a plan in place and this is a government responsibility for the yard that is not successful."

Nova Scotia NDP MP Peter Stoffer will react to the news at 4:30 p.m. ET.

After the announcement today, the shipyards will finalize their agreements with the government and negotiate contracts in 2012 for the first project in each package of work.


It's too bad we didn't win the $25 Billion contract, that would've meant thousands of jobs on the North Shore... Quebec got the shaft this time around :D Guess we'll be hiring soon...

we didnt expect to win the 25b contract. its great that we won the 8b.
a lot of money in military spending but if they're gonna do it anyway may as well do it in BC

Yeah, it was kinda expected that Irving would win the big one even tho the navy is stationed out at Esquimalt... right next to Victoria Shipyards...

I hate to say it, but I'm kind of glad to hear that it didn't go to quebec, for one reason, EVERYTHING seems to go to Quebec, and this time they didn't even have the bid in on time.

I like how Bob Rae adds that they may need to put a little aid together for Quebec. Fuck off. How much more french ass do we need to kiss?

theres a 2 billion contract coming down the line though that only the 8 billion guy would be allowed to bid on and whoever else... 25 billion contract u get it and thats it.....not one place could get both contracts so we got 2nd by default cause quebec sucked.....small default victory but still 8 billion ...better than nothing

Yes but Seaspan can still continue to build for it's current clients, whereas IIRC, Irvine has to be purely dedicated to building the combat vessels for security reasons.

I didnt think Seaspan bid on the $25 billion dollar portion of the contract, they were strickly after the 8 billion dollar bid. It will be nice to see some new ships in our fleet again. I wonder what sort of ships the conservatives will wanna build now that they have majority? Possibly a couple Mistral or similar class Amphibious Assault ships instead of just JSP.

Looks like there will be lots of hiring for tradesman soon. Anyone working at Seaspan have an idea of what the tradesman rate of pay is at? Specifically a machinist and what yard they work out of?

When I left the shipyards in 2008, journeyman rate for 2012 was supposed to be $38/hour, they might have modified the agreement in order to make the bids more attractive. Chances are I'll be quitting school and going back there.

Watched this on the news last night. Whatshername, being a typical politician, was in there like a dirty shirt. At least she didn't take credit for it. Come election time, she's probably going to tell the public how her government created jobs, yada, yada, yada..........

I also like the fact that Harper made sure politics were kept out of the decision making process - no politician had their filthy hands in it. So happy for Nova Scotia. They really needed this.

I was actually doing this course for fun since I was waitlisted for Power Engineering.. But this came at such a perfect time, that I can't just pass this up.
Already finished ahead of more than half the class. I think I can do this job :fullofwin:
But they're probably looking for B/A levels. Doesn't hurt to try.

You can get in with your C as an apprentice. They will pay for all of your schooling and your wages while you are in school. You get to rotate as an apprentice through new construction, barge repair, pipe shop, cnc burning machine.

I got in with my C but they gave me a steel fab apprenticeship instead. 99.9% of the welding is ~3/8" plate dual sheilding fcaw. It's different than bcit. You can be jammed in some very small uncomfortable places. All the pipe work was contracted out on the last ferry and oil barge. Hopefully they will keep everything in house this time.

There's many job titles there. Electrician, Pipefitter, Mechanic, Joiner, Laborer, Fitter, Welder, Crane Operator, Machinist...

As for management, it comes down to you as a person. There are a lot of politics and you will get good jobs or shitty ones depending who you are "friends" with higher up.

Working conditions can be good or bad. Keep in mind all new construction you will be kneeling on steel plates for 8 hours a day wearing knee pads, bending over, working in a cold shop or confined space. You can also be outside working in snow or sitting on wet steel welding, or welding on a moving dock.

Safety there is unreal. They had some accidents years ago and now they really crack the whip on safety. All grinding is done with glasses and face sheilds. Lots of guys have been there 30 years and don't follow the rules. But as a young guy I followed every rule and yes the job takes longer and can be a hassle sometimes but you will never get bitched at for being safe. I remember a few days sitting around for 4 hours waiting for someone to write a permit to weld a sign. (all hotwork needs permits and if the safety people are busy you just stand there or walk around and look busy) It was very frustrating at times. But other times in the summer when you are on a barge on the ocean watching seals and getting a breeze, it's nice.

When I started I took a big paycut to $15/hour. The rates are probably around $17-18ish entry level. But you get roughly ~$1.50 raise every 6 months if you are an apprentice. On top of that with the collective agreement it was an extra ~$1.50 a year. It sucks when you first start, but it's roughly $4.50 raise every year. Things may have changed now though. The gravy part was overtime was double time and there were a couple months of 6/7 days a week 12 hours per day. My guess is they will try to eliminate overtime. But like I said, if you are on good terms with your supervisor and a good worker they will most likely give you overtime. I know for a fact there were welders there making 100k+

edit: another thing I didn't mention was they pay for your dental/medical etc. They also have a pension plan.

Yeah, benefits package is good. Also... if you use the gym, you may recognize a certain former Canucks coach/GM working out there sometimes. I haven't seen him in over a year tho...

Good point over a billion for each ship. Unless they are including ship yard expansion, re-tooling and other capital expansion... That is still a lot of our tax money.
