Brand new comp not opening any programs or shutting down!

Just built this comp a week ago, right now everytime i try to boot to desktop all it does is just have a loading cursor, can't open anythinge can't go to start and try retstarting or shutdown all it does is logging off with a loading cursor that keeps going around and around.... On my g510 it says CPU 2% and it just stays at 2% what can I do to fix this?
Thanks in advance!

Mem test, then test your hard drive, then at that point, I haven't a clue.

It would help if you posted your specs as well!

Triple check your hardware. I had similar issues w a comp once and it was due to a poorly seated RAM. Also what's the temp of your CPU cores? Are you certain you seated your CPU correctly.

Otherwise if all else fails .....reformat? It's only a week old so hopefully you don't have that much data to lose.
