Help me with translation please.
The topic is about China's one child policy. My classmate has limited English skills and i can't speak chinese so i just told her to write it in Chinese and ill try to get someone to translate. HELP ME T.T

It is a precedent to a case in April 2010, some officials of the Wenzhou City Census/Human Welfare Department said: "the second birth is like a meat to be butchered, (we the government) can butcher it which ever ways we want", this shows government power abuse, leading to conflict between groups.
