Computer problem, need some help

Windows wont load.

It does POST as usual. It gets to the part where it says Windows and the logo. The usual suppose to happen where it blacksout and then the logon screen appears, it just stays black.. i let it go on for about 5mins...

I thought i would reinstall windows 7 again.. same thing.. I thought i would try windows XP... it works... it loaded all the way... i go to install video drivers and my motherboard drivers (ethernet, audio).. when i rebooted, the same thing happens... after the windows logo, the screen stays black..

i reinstalled windows xp again... this time it didnt even load up windows..
I switched HDDs, Ive tried all ram slots. Heck im even running it out of the case, onto a wooden board...

I can boot into safe mode no problem, i can get into bios no problem.. windows just wont load normally..

ANOTHER help..
on POST, i get these weird lines running up and down my screen.. when i get into my bios, it looks perfectly fine. when i go into windows safe mode, its fine.. only during POST... does this mean my video card is almost toast?

Did you try switching sata ports? I had a similar problem before and it turns out one of my sata ports was faulty.

its running an IDE HDD (tried 3 IDE drives, im guessing it might be the IDE port)... its my old computer but i upgraded to an i5.. so the Mobo, CPU and Ram was given to my mom to upgrade hers...
I was running SATA drives when i had these parts and never used the IDE...

i will see if i have a spare SATA drive to use...

Try using a different monitors.

I had a similar problem before (e.g. the post, bios & startup screen looks okay, I got a blank black screen after that)
turns out the computer was set to some weird funky resolution the monitor cannot display.

is it an integrated video card or a dedicated one? If it's a dedicated one - I would suggest testing it in another computer.

It definitely sounds like the Vid Card Drivers aren't working correctly. I can't even remember - when you're in Win 7 Safe Mode, can you reinstall Video Card drivers?

boot it up in safe mode, delete your video adapter in device manager and restart
