Yup. Pretty much every magazine cover or photoshoot is going to go through photoshopping.
And that is after the professional make-up and professional lighting/photography work.

Even for celebrities that didn't take drugs, think of the hottest celeb you can think of, and then google "_______ bad picture" of that celeb.
You'll find tons. (Basically paparazzi shots) No one's that "gorgeous" once you remove the make-up and digital enhancements.
