When you say Chinese and Indian, which dialects are you looking for?

You really should be specific here since both have quite a few dominant dialects.

i know for the 2011/12 tomtoms and garmins they have both canto and mando dialects, in both simplified and traditional writing.

and since i can't read indian, i can't confirm if it has both hindi and punjabi dialects, but they should.

also both garmin and tomtom offer free downloads for languages.

I sell GPS' so i've seen it.

pssst get a nokia phone

as for devices like tomtom etc you should be able to download any language and install it i know there are websites where you can manually download languages to install on your unit (not sure about pre-installed languages)

you could even download cartoon/movie star voices
