a phone that supports LTE and get an LTE plan...

otherwise most of the lastest non-LTE phones would get pretty much the same speed.. around 14.4-21 Mbps

EDIT
HTC Amaze supports up to 42Mbps, also depends on network...

LTE is only in Vancouver at the moment. If speed is what you're looking for, you might as well wait till LTE is out for the rest of the lower mainland (before the end of the year) unless you are in Van most the time.

I'm pretty sure you don't. Only Rogers requires you to have an LTE data plan.

Well, Im actually not sure about Bell's policy. I just assumed they would be like Robber's.

Actually according to Mobile Syrup the i747 (which is what Bell will be carrying - not the i9300) will be LTE enabled which is up to 75 Mbps with average speeds of 12-40 Mbps

Bell carries 4 LTE phones: Galaxy S II HD LTE, Galaxy Note, Optimus LTE, and Raider 4G LTE.

The big 3 will only be carrying the LTE version of the S3. Hence the dual core instead of the quad core the international version gets.
