icbc account sent to collections?

so..recently i received a letter from NCO financial services "demanding for payment" because the "payment is seriously overdue". On the letter, all it says is my icbc account , creditor:ICBC fines section and amount due. Has anyone experienced this and why? I have a ticket on dispute still over a year ago that I know of. If i had a court date, I would have recieved something in the mail correct? At this point, what can I do? Should I call ICBC or the collections? There are no other fines that I am aware of. Thanks in advance
*updated
okay, so I've been browsing google and other people have had similar letters in the mail. Apparently the fine is for skytrain tickets for some people dating back to 2004. I never received any skytrain ticket in my life. Is there anything I can do to prove this? I did lose my wallet on the bus once a long time ago. Maybe someone impersonated me.
Will this effect credit for people that don't pay?
Also, found this article about them sending out letters and using "NCO financial services" to collect. Guess this solves my question for what its about.

mm, not at all. It only says "ICBC FINES SECTION" 173.00$ and account number.

Just give ICBC a call they can easily check that for you.

Could be a collections scam. I don't see why ICBC would send your violations to collections because you HAVE to pay them when you renew your license, and for city parking tickets you have to pay when you renew your insurance.

i dont think its scam, they have all my information and also my account number which is my license number i think. i gotta check. the collectors are legit cause I went by the office a long time ago.

After 7 years it's considered stats barred if there has been no activity and you don't have to pay it at all. This is the last attempt to collect this money so don't respond or say anything and since it's been so long you don't even have to worry about it effecting your credit.

^^ Not true. It's 7 years from the date the collections company get's the debt NOT 7 years from when the debt was incurred.
Believe me I know. They are trying to collect on a skytrain ticket from 03 for me. It's really fun answering the phone and calling the woman a stupid cunt every now and then :)
"Why are you swearing at me sir? You called me I can say whatever the fuck I want you stupid Cunt. Don't like it? Don't call me."
Oh and a side not my ticket is for 48$. I can easily pay it if I chose but now it's a matter of principle. The money goes to the government with 23% of the ticket going to the Collections Agent for payment. If they make 15$ an hour to do collections. I have already cost them the cost of the ticket with the amount of time they have spent on the phone with me:ilied: as I randomly will answer the phone and then put them on hold and see how long they will wait for. "Hi I'm just on the other line will you hold please" Check back 3 mins later "Hi I'm really sorry I'm on with my boss but I shouldn't be to much longer thanks I really want to settle this" bhahahaha

but isn't it true that one has to pay all outstanding ticket(s) before renewing his insurance or driver license?

Tranklink Fines WERE not linked to ICBC and won't be until next year. At that time ICBC will have the power to go back 10 years to enforce unpaid fines.

Berz its 7 years from last activity. so on credit cards it would be payment and on something like a ticket its when the ticket happened. I did collections for 4 years back in the day so trust me on this :)
It has nothing to do about when the collection agency gets the debt

I called the office of Consumer Affairs and reported them for trying to collect on a debt that was past the 7 year statute of limitations and the Consumer Affairs people told me they were still allowed to collect as the debt wasn't past to them until now. Why is that?
You say last activity. Define Activity. Is "Activity" not when the debt is passed to collections?

If you drive, you may want to pay them. The only way to make people pay them (as 1000s didn't) was to run them through ICBC. ICBC will not allow you to renew your vehicle insurance with any fines.....traffic tickets, outstanding tolls, and now transit tickets.
I was not aware I have $4 owing for the Golden Ears toll a couple years ago and I was not able to renew my insurance until that was resolved....it took 5 days to process as ICBC does not accept payment....I had to pay the toll people. It is a pain in the ass.
I imagine the same thing will happen with the transit tickets...ICBC will prevent you from renewing, but they will not accept payment.

A credit company can still keep your account "revolving" even though there has not been any activity on it from your side regardless of how many years have gone by.
I have a Brick Card from 2000 that, not only have I tried to close, but has never had any activity on since 2000. It still show on my credit report every month.

This is what annoys me. How are they allowed to do this? The statute of limitations is there for a reason right? Why are they able to circumnavigate it to suit their own needs???

That would be your last activity on the account showing that you acknowledged the dept. such as Sending in a payment would be considered last activity.
Call the company that the dept is for and say that as per the debt collection act it has pssed the statue of limitations and they can no longer collect it and it as to be removed or you will contect the ministry of the attorny general and file a claim since they are breaking the rules of the debt collection at.
A lot of the collection agencys will just bs you cause they are making 50% commission on debts being so old. They are not allowed to report it to Equifax since it has passed the time line and there for they can't hold back your licence or insurance renewal and you can honestly sue them if they held it back.

I did call and said exactly that. By you saying Acknowledging the Debt. What does that mean exactly. Does that mean when they call and say "Are you Adam? You owe 48$ to translink" I said. "If you say so" .... is that acknowledgement of debt?

it has to be a payment or sending them a letter saying them to stop calling you. Speaking to them doesn't not say your aware of the debt or everyone would be screwed

OP, call ICBC, call collections
Had the same thing happen to my girlfriend.
Collections told her it was for a ticket that she got in New Westminster during the summer of 2007.
2 problems:
1.) she never takes transit... nevermind to new west.
2.) she wasn't even in the country for the summer of 2007.
Eventually ICBC gave us an explanation - they dug out the original ticket to find that all it had in the name was "CHAN", no DL#, and only has a matching birthday (READ: BIRTHDAY, NO YEAR GIVEN). Collections kept calling us, we said the case has been closed with ICBC. Stilled harrassed my gf on the phone, I threatened to call the police. Never called again.
Pretty shady shit if you ask me.
pretty shady if you ask me...

Ask them to send you prof of the amount due in question to you.
They don't have that most of the time so let them know if they can't provide you with that if they call again it will be consider hrassment and you will notify the right authorize. Of coz before you that take the name phone and compnay name.
A collections came after me for a credit card debit that I paid off years ago (like 8years ago and it didn't even get to collections lol). I ask them for prof of the debt and the guy just keep saying you own money and have to pay.
I just said ok well I need to see prof I own the money to show you are not a scammer.
Pretty much he threathen me lol so everytime they call I said the same thing and I have recorded all the details of the calls. Forwarded to this gov agency and never hard form them again (Forgot the name lol).
My guess is the acct was sent to them by mistake but hell no I ain't paying twice.

But you have to know close to 90% of the ppl she call are most likely deadbeats or ppl who have no intentions of paying. The only way to make ppl is to act like a cunt/asshole to get some ppl to pay up. Not to mention she have a quote to make or she might lost her jobs. Is not an easy job at you make a ton of money from it.

If this matter was brought to me in the proper time and fashion I would have paid the debt. The fact they are trying to collect on a debt that is well past the statute of limitations even after I have clearly told them this and the fact that I am not uneducated in the procedures that need to be followed means I can call "Mercedes" (her phone name) anything I want.
Haha one time she called and I answered "What's up Porsche?" She said "It's Mercedes" I said "Whatever Ferrari. I asked you not to call me anymore" Her answer? "The calls will continue until the debt is paid" My reply was "Ok Beemer, here's the deal. I have no intention of paying a debt you have no right to be collecting on so, You keep calling and I'm going to get more and more hostile. We'll see who gives up first Ok Mustang?"

record the calls and say the statue of limitations thing again and if shes still trying to prsue the debt you can straight up sue the collection agency get her fired and it would be great. She shouldnt be doing her job if she doesn't know the rules and I would hit them for it for all they got.

One reason they call you is to annoy you and tried to force you to pay and even threaten, so that you'll given in one day and pay. Otherwise they'll call you once twice third times four times etc.. But if you annoy them back they might stop for few months until they starts to annoy you again haha

It's about knowing your rights and not letting them infringe upon them.
Get their agent # and talk to their supervisor and get his agent # - just for records and so they know you know your rights.
Tell them you only wish to be contacted by mail. It eliminates annoying calls and gives you a paper record, should you need advice or want to report something to consumer affairs or the party who originally put the debt in your name.

LOL try that once didn't work. SO I pretneded I will pay them and ask them for the address. I mail them a letter basically I only wanted to be contact by mail (lot's of example online). I also let them know that I have paid the amount due with the bank already and if they want me to pay they have to provide prof of the debt in question or I will report them. Haven't heard from them again.
Sometimes there are mistakes but as long as you know you have paid they can't do much.
