I use to hand these out. When you volunteer at a community policing centre, they make you do this to pass the time by

I had one before and that was because I didn't close the sunroof, they were fast as I only left the car for less than 5 mins and got the "ticket". lol.

looks like your license plate is now flagged. Better torch the car and scald off your fingerprints to avoid further hassling by the community police.

I've gotten these at Superstore Richmond and South Arm Community Center before, appreciate the thought but kind of pointless.

I used to do those as well, in the parking lot at Science World. (we had a LOT of break ins.. tourists don't think they'll get broken into)

Having people around putting those on cars, is enough to deter some thieves from sticking around.
