No treatment required, just release his address to the public and let nature take it's course

Reminds me of the guy here I think in the Lower Mainland not too long ago. He was apparently very angry at ICBC and had a vendetta against them so he went around on a keying spree, damaging hundreds of cars but finally got caught.
