city send my friend a parking ticket by mail, he parked where prohibited to wait for someone in china town for few minutes last friday.

he didn't get ticket or see any one issue tickets by the time he park there but he got the ticket in letter form yesterday by mail.

my question is does he have chance to win if he dispute the ticket?

"he parked where prohibited"

Why would he want to dispute when he clearly did something wrong?

Why does the fact that it was mailed to him make any difference?

He parked where he wasn't supposed to and was ticketed accordingly.

I think he want to save himself $50

Okay. Well in that case he should tell the judge exactly that on his dispute date...

Also please video tape it so we can all see the judge laugh hysterically in his face...

Why would the method of the ticket being issued to your buddy give him a reason to dispute it? Shit for brains...

your friend sounds SOL but he could say he was merely stopped there and not parked. Seems like the ticket officer was having a bad day to ticket your friend

he would have saved the $50 if he paid a few bucks for street parking

If he disputes the ticket, it goes to the full amount of $100 plus another $25 to book an adjudicator. If he is found "guilty" he now has to pay $125.
Otherwise he can pay $50 now for something that he was clearly in the wrong.
