HDD no being recognized

I recently swapped a HDD over to my new copmuter, does not have OS just data drive. At first it didn't spin or power up, determined it was a PCB fault as i saw the blown circuit. I swapped out for a new PCB of the proper one and not the HDD spins and powers up but the bios and OS do not recognize it. I've tried different computer, ports, cable, enclosures with no luck. This was my data backup drive and its got alot of important information on it. Any help would be great.

PCBs that look the same are not always compatible. I discovered this by trial and error.

swapping PCB should be the last thing to do when a HDD is dead. It is as difficult as brain surgery.

Silly question but is the port enabled/active in the bios?
