Even more disturbing is his reaction to it when someone called him out

The style used here operate almost fully when the lid is opened. The only time they will shut down due to the lid being opened is during the spin dry cycle.

With certain exceptions and regulations depending on which country you live in, it is perfectly legal to kill animals such as dogs, but you can't make a mess or a sport of it. There is a clear and distinct line between killing and animal cruelty, there are humane ways of dispatching an animal, this is not one of them. Of course the most humane thing to do if you cannot care for your pet is to hand it over to an agency that deals in pets (SPCA), though killing it is not exactly illegal, even the SPCA has to get rid of animals that are either too old, terminally ill, etc.

As most people here have realised, this is extreme animal cruelty, the owner needs to suffer the same fate as his dog.
