Shitty deal. Even if the owner had storage insurance the vehicle still must be located on private property, not on a public road. This picture sure won't help his claim if he has storage insurance.

Depends on the neighborhood and if there's ample parking. Some people might not care if it's never in the way. I bet there aren't any buckets/milk crates on that block.

Its just how they classify stuff like natural disasters, and freak weather events.

Lightning strikes for example are considered an act of god. Same with hurricanes, or earthquakes.
