its called a wheel boot timpo, its to lock the wheel in place so the vehicle cant move unless y pay up the fines, or like the video u can remove it with brute force n damage ur vehicle

They have em up at SFU, I believe once you get around 3~ tickets on your 4th time getting caught not paying for parking they lock your wheel and make you pay your fines before you leave.

watch the show parking wars, they use pretty heavy duty wheel lock, and would sure cause damage to that bmw if it was driven with it on.

good wheel boots will actually have a metal plate that will cover the lug nut portion of the wheels so u wont be able to take the wheels off
