I would pay $100+ a month for a membership to a garage with lifts and access to quality tools, if you need ideas for "other things" to do with the extra room.

build an underground compound
then build mansions above ground and sell them off
after wealthy billionaires move in, dig up from your underground bunker into their homes and steal/kidnap for ransom
take their billions and buy an island, build a compound on it, clone dinosaurs using mosquitos and dna splicing, open a park for billionaires...

the 19.89 acres gives me the impression that OP thinks he's getting/inheriting some land. OP, if you are indeed getting some land in your name and you are coming on this forum to ask what to do with the land (not to mention you want to make a race track), I doubt you will do anything useful this parcel other than sell it.
PS - if this isn't a hypo, is this parcel ALR?

I'd sell 10 acres of it and retire. On the other 9.89 acres I'd adopt a shit ton of unlikely adoptable senior dogs and play with them all day. I'd also probably play a lot of music and build a small home and garage to work on my several 80's european cars. A small skatepark would be good as well.

Well that would really depend on where these acres exist.. OP, where is this land?

I'd retire regardless, I might just have to unretire sooner.

Sell some of that land to a developer.
Here's another good idea.
Build a giant parking lot on some of those acres of land. Use it for official RS meets. :troll:

Start a poor mans hotel... sell 5 acres for start-up money or I'll even help find investors to fund the rooms.

The public garage concept never works/worked thanks to insurance concerns.

I am part of a makerspace and we have table saws, band saws, planers, a 1500 pound metal lathe and a bunch of other dangerous stuff and we have insurance. Membership is only $40 a month for 24/7 access. Lucky we have a great landlord who is giving us a break on the rent for the first few years. We have just about 50 members after the first year.
A automotive version of a makerspace could work if you could get enough members and insurance should not be a problem as long as it is member only and no drop in. The Makerspace in Victoria has a Bio lab and a laser cutter and others have welding gear without insurance problems.
Our Makerspace does not allow people to work on cars because the lack of space but if someone wants to bring in a alternator or something to work we have no problems. There is an automotive shop in the same complex as use and if it becomes available and we have enough interest from the community we could use that space for automotive.
The RS members living in the lower mainland should think about opening a space up.

Like Manic said, the public garage concept is proven to be completely plausible by the proliferation of work spaces of a similar sort in cities across the continent. To further what he said, there are many instances of such work spaces that specifically include automotive and drop in. The operator of one such space needs to accept that they will face liability issues with greater frequency than is typical in business and be prepared to deal with it, but that's not all that far beyond any normal business concern. In fact, there are maker spaces in Vancouver; they just don't include automotive areas.
