To lock, press the lock key on the fob once. Press it twice and the horn will beep.
The horn doesn't beep when unlocking.

^ this. If OP needs to be further convinced his car isn't normal. This info is coming from 2 3rd gen CRV owners (IMASA and me)
I suspect there is something aftermarket

Hold the lock and Unlock buttons for 10 seconds. See if that does anything.

It might be something aftermarket I don't kno it seems stock to me, It's a Honda key with the buttons on the key when I press unlock it's two short chirps and lock is one chirp and there's no manual in this car.
I know other Honda fobs u press lock twice and it's gonna beep

Aftermarket systems can be tied into the factory system. First you call it horn, now chirp. which is it? 3rd gen's don't chirp from the factory.
You can look around for an aftermarket siren in the engine bay. That'll help you determine if there's an aftermarket system in your car.

It's the horn that makes a short beep or chirp. I'm gonna call up Honda tomorrow and find out how the hell to stop this.

I actually just had a customer come in yesterday for an alarm issue and the dealer he bought it at installed an aftermarket alarm that used the oem key fob. He assumed everything was OEM (and I don't blame him) since it used the OEM key.

Does the horn also go off when you press on the brake? Jeremy Clarkson and Richard Hammond up to their tricks again
