So I looked at his youtube comments.

He linked it to a site with the by law.

16.08.502 - Bicycles on Rainbow Harbor Esplanade.

Bicycle riding on the Rainbow Harbor Esplanade is prohibited in excess of three (3) miles per hour between the hours of ten o'clock (10:00) a.m. and ten o'clock (10:00) p.m., except City employees in the performance of their duties.

So isn't 3 miles per hour typical human walking speed? I guess if he's riding his bike and doing tricks, I don't think it's within that speed?

Don't run into issues with the law, but maybe someone could shed some light for me.

Can bylaws be enforced by police officers (RCMP or city police) or is it exclusively handled by bylaw enforcement officers? Talking BC and/or California (video source).

3 MPH would be 5 km/h; average walking pace.

Yes police officers can do it, but it's seen as a waste of time for them. Also bylaw officers cover so much more than just cars parked incorrectly. So it is a different set of knowledge.

Think of a dental hygienist, then your actual dr. Dentist. The Doctor could do the cleaning, but that's what the hygienist is there for
