Haha, no fire was involved. I observed the area over a few days and a very small number of wasps (like 1 or 2 at a time) appeared. So I dusted the area with some powdered wasp poison and that did the trick. They were burrowing into the wood where the stairs met the deck, but didn't make it very deep fortunately.
