Lugaro in West Van although Park Royal is undergoing serious reno's, last time I was there Lugaro wasn't open.
Palladio in DT is a better bet, i've never bought from them, but I have had a couple timepieces serviced there, nothing but good service.

Otto Friedl at the basement of Hotel Vancouver will typically have a couple used/consignment. Stock is super hit or miss. There are a couple of private watch dealers locally also hit or miss depending on what you are looking for.

there's actually a new Rolex boutique on the ground floor of the shangri la (downtown van)
would also be interested in finding out good spots for used (besides clist)
