: Are custom titles/avatars still given out?

I am interested in purchasing customizable title and a larger avatar for $20. However, the user Inaii told me in RS Chat that he doesn't think they're given out anymore. Is this true, or can I still PayPal $20 to !SG (sorrgwa -at- telus)?
