They want to decriminalize non disclosure because the possibility of transmission is negligible.
So then how would the person wishing to press charges have contracted HIV if the possibility were, in fact, negligible?

Yeah I don’t mean to sound like a jerk, but I think it’s important for people to be vocal. Sex is awesome, and yes with modern medicine and safe sex practices it can be a low risk of contraction. BUT if you ever look on food labels, they always warn you that there may be traces of peanuts or made in the same factory that produces daily products etc.

Why stop there? Do that and follow it by taking it a step further and have a woman say he touched her breasts without her consent while at a college frat house 20 years ago. If I'm heading in that direction of thought I think some of the politicians need to experience first hand and have something extremely tragic happen to their family members. Maybe hit and killed by a drunk driver or stabbed and then get to watch their beauty of a system let the killer off with a slap on the wrist or a few years behind bars. I bet it wouldn't take long for things to change after that. Gotta break a few eggs to make an omelet.

If they're worried about the stigma towards people with HIV, how do they think someone is going to react when they find out they contracted it from a partner who couldn't be bothered to tell them? Something tells me it won't be "It's all right dear, now that we've both got HIV we don't have to worry about it." Sorry but I just don't see how this benefits anyone in any way. Anyone with any non-curable STI should be required to disclose that to all partners, even if the risk is "little" that still means there's a risk and the people involved should be informed of that risk. Nobody should have someone else deciding what their acceptable risk level is.
If they've done new studies then there should be numbers, but unless "little to no" is quantified by an obscenely low number they can fuck right off with this. Either way though you're still blindly assuming someone is taking their medication correctly, and given how many people have gotten pregnant while incorrectly taking their birth control there's no way in hell I'm going to trust that strategy.

Let’s be honest, if I was about to do the old hit and quit, and there was a 0.1% chance of hiv I’d walk away (let’s ignore the fact that it’s probably a higher percentage in real life every time you fuck, but we ‘feel safe’ because the person doesn’t tell us).

In that article it mentions people getting treatment pose little to no risk of transmitting the disease. I'd like to see the stats on how many non HIV positive people have contracted HIV from an HIV positive partner who is keeping up with the correct treatment.

With the advancements in HIV treatments this seems fair with the caveat that the person should be undergoing treatment at the time (and hence the risk of passing HIV is very low).

Wouldn't the problem be that you are exposed to it without knowing so you won't be taking any treatments until well after? The person should be upfront before and if you are infected they should be prosecuted/sued.

Thanks to Tinder and other dating apps the chance of someone being HIV+ and not knowing about it probably increases a bit. Thankfully social networking can often find a friend or a friend of a friend who knows the person and a bit about their past history and can fill you in. If you find one who's been known to take a dickin' on a regular basis with different guys every week and is willing to hook up after a few hours of talking..back away. As tempting as it may be to get laid, you need to think with your big head and not your dick. True story - 2 guys I know ended up doing the same girl on the same day just hours apart without even knowing they were each talking to the same person from Tinder.
Routine check ups should be a common knowledge practice these days.
I don't see why someone wouldn't tell their soon to be slam that they're positive... is it because they know they wouldn't be there if they were honest to them about it?
