They are making things difficult this is just kind of a last ditch effort before I go ahead and do all of the bullshit hoops with them.

I have done this before, there is a process through ICBC for it.

The short version is you need to apply in writing to ICBC with an inquiry and pay a fee, then you have to send a registered mail document to the last known registered owner's address and hope it comes back undelivered or they agree to sign the paperwork. You will know who the person is when you're going to mail it out, so that might help you be like "Oh okay I know who they are!"

It might seem like BS but have to see it from their perspective. The paperwork says the other person owns the vehicle right? You wouldn't want them to let someone else take your car away without your permission.

Should still be the same process... mechanics use it to take over abandoned cars at their shops where they have no idea about anything.

Long story short A family member of mine passed away and his vehicle was registered under a different persons name, that person is a mystery. Do you know is there anyway to find out who the person is by way of license plate number or a vehicle identification number?
If you have the registration... you have their name and address on it. If you don't have the registration, how do you know it's in somebody else's name?

Because he’s my brother and we were like best friends we know everything about each other unfortunately I just never seemed to inquire with him who the actual registered owner was.

I'm really sorry for your loss of your brother, and I am not trying to be difficult, I am just genuinely confused and would like to help.

To summarize:
1) your brother has been driving a car since 2005 that you know to be owned by somebody else, but you don't know who that person is?
2) there are plates on the car, but no insurance papers in the glovebox?

If so, I believe you can go to autoplan and pay $18 for a duplicate registration which will confirm the registered owner of the vehicle and their address.

If I am not understanding, then please correct me.

If his brother is not the registered owner, the autoplan agent does not have enough information to reprint the documents. Only the owner can go into an autoplan to reprint the registration as the broker will need to enter owner details in the system.

My guess would be the car was never driven and most likely in storage.

most likely your brother bought the used vehicle from its previous owner, but never bother to register the vehicle under his name?

And I guess he never had insurance on the vehicle?

I went through the ICBC process to get my hatch. It took about 6 months during covid. In my case when I sent the registered letter the guy actually showed up, and thankfully he signed it over. He could have made it difficult and tried to keep it, this is why you always get the car in your name before you put a bunch of money into it.

I have cars here that are not in my name but I do have signed paperwork. Maybe your bro did this, just tucked the paperwork away somewhere. Have a look for it.
