URO - Unidentified Rolling Object: Can anyone ID?

This has been parked at the corner of Ontario St and E 37th for the past month. It has 4 wheels, no trailer hitch points, no towbar, a few reflectors, license plate, no lights, doors, access panels and no method of propulsion. It is made entirely of shaped metal with a metal frame underneath.

I can't figure for the life of me what this could be for and it hasn't moved an inch the entire time it's been there.

A simple piece of demonstration artwork or have aliens invaded?

I think ive seen that in downtown sometime during the olympics or shortly after. It was for some art display or something near grandville.

That has to be a cover over something. The license plate is probably on the outside like that so it doesn't get towed.
