Recommendation for a program that is similar to Snag It?

Mods: not sure if this is the correct forum or not.

Was wondering if anyone had any suggestions for a good program/ software (freeware or not, doesn't matter) that I can use to capture screen shots on the computer and be able to edit the pictures/ highlight, circle certain areas? Specifically I need to able to change the background color from black to white, as Snag It can't.

Any suggestions would be greatly appreciated.

Changing the background color would likely need to be done in another application. But Windows 7 has 'Snipping Tool' built in, which works the same as snag it. I use it quite often at work :-)
